Congressional Documents
When citing a congressional document include the number and session of the Congress, the House, and the type and number of the publication.
Bills - (Example: S 33; HR 77; no periods after S or HR); Resolutions - (Example: S. Res. 20; H. Res. 50); Reports - (S. Rept. 9; H. Rept. 142); Documents - (Example: S. Doc. 333; H. Doc. 247) -
- MLA version - United States. Cong. Senate. 106th Congress, 1st Session. S 608, A Bill to Amend the Nuclear Waste Policy Act of 1982 [introduced in the U.S. Senate; 15 March 1999]. 106th Cong., 1st sess. Congressional Bills, GPO Access. Web. 24 May 2008.
- APA version - A Bill to Amend the Nuclear Waste Policy Act of 1982, S 608, 106d Cong., (1999).
Simply replace the Bill number from the example with the Resolution, Report or Document number. For how to cite legislation that has been enacted see here.

Example of Government Agency as author:

If there is a specific author, their name goes in place of the agency name. If there are editors listed their name(s) go after the publication date.
